What Pre Launch Means for a Home Buyer

Pre launch is the stage before a project is formally launched. It is the earliest point at which a buyer can hear about a project, and also the point where the least can be checked.

During pre launch, a developer may share an expected price, a rough location and a floor plan, and ask buyers to register interest or pay a small amount to reserve a place in the queue. Buyers are drawn by the promise of first pick of homes and a lower indicative price. The trade-off is that the paperwork that lets you verify a project may not exist yet.

The law is clear on the order of events. Under Section 3 of the Real Estate (Regulation and Development) Act, 2016, a promoter cannot advertise, market, book or sell homes in a project until it is registered with the RERA authority. In Tamil Nadu that authority is TNRERA. For a buyer, a payment made before registration is money you cannot check against a registration record.

Every project above carries a TNRERA number ending in 2026, so each one can be searched on the RERA site before you pay. Vienna, Aquagrove, Highcity and Estia list 24 to 36 months to handover, which makes them the closest match to a pre launch in terms of how much of the building is still to be built. Glenmere lists 12 to 24 months, and Casagrand does not state a handover window for Zodiac and Ventra, so ask for the registered completion date for those two.

Benefits and Risks of Buying at Pre Launch

Neither side is the whole story. Weigh what you gain against what you cannot verify.

Why people look at pre launch

  • First pick of tower, floor and facing, before most homes have been booked.
  • Indicative prices that may sit below what is quoted once the project launches.
  • Time to plan a loan, sell an existing home or gather the balance.

What can go wrong

  • No RERA number, so the completion date, the promoter and the project account cannot be checked.
  • Approvals may still be pending, and the plan, size or price can change by launch.
  • Refund terms for a token amount are often vague. Get them in writing.
  • Money paid to an individual instead of the developer's project account is hard to trace or recover.
  • A discount you cannot compare against a written price sheet is not a discount you can rely on.

Before You Pay Anything at Pre Launch

Six steps, in order. Any one of them can end the conversation early, and that is the point.

  1. Ask for the RERA number

    If the project has one, search it on rera.tn.gov.in. If it does not, ask when it will be registered, and hold your payment until it is.

  2. Ask about land and approvals

    Ask for the plan approval reference and have a lawyer review the title documents. A brochure is not an approval.

  3. Know the 10 per cent rule

    Under Section 13 of the RERA Act, 2016, a developer cannot take more than 10 per cent of the price as an advance before signing a registered agreement for sale.

  4. Pay only into the developer's project account

    Ask for the developer's official receipt. Do not pay cash or transfer money to an individual's personal account.

  5. Get the refund terms and the price in writing

    Ask what is refundable if the project does not launch or you change your mind, and what the quoted price includes.

  6. Compare with a project you can see

    Put the offer beside a registered launch or a building under construction, so a lower price does not hide a weaker position.

Is it safe to pay a booking amount at pre launch?

That depends on whether the project is registered. Section 3 of the RERA Act, 2016 says a promoter cannot advertise, market, book or sell homes in a project before registering it, and Section 13 limits any advance to 10 per cent of the price before a registered agreement for sale. Are pre launch prices lower than launch prices?

Pre launch prices are often described as lower, but they are indicative and not binding, and the price sheet can change at launch. Get any price in writing with a list of what it includes, and compare it with the price sheet once the project is registered.

How do I know whether a project is RERA registered?

Ask the developer for the TNRERA number, open rera.tn.gov.in and search for it. Confirm the promoter's name, the project location and the registered completion date. A number that does not match the project, or no number at all, is a reason to hold off paying.

What is the difference between pre launch and new launch?

A new launch is registered and open for booking with a number you can check. Pre launch is the earlier stage, when a project is being introduced and may not yet be registered. See the new launch page for the projects that have reached that point.
